I fish weightless plastics two ways primarily.

1. Cast near cover, and let the lure fall. The slow fall usually elicts a strike. If nothing on intial fall, I pick it up and let it fall again.

2. Floating worms, great topwater presentation. you can speed it up or slow it down based on the fish's mood

You could also swim them if you wanted, depends on the type of plastic you are using

I've also heard of fishing it the same way u would a wieghted plastic, but its a lot slower cause you have to wait on the lure.

i really think the reason for it to be weightless is so it sinks extremly slow.

There are a few reasons that I will fish weightless baits. Firstly if the fish are sluggish like after a cold front, dead sticking senkos and other weightless worms right by heavy cover can be extremely effective.
In highly pressured areas, it works well too. People might go along flipping1/2oz jigs, throwing big spinnerbaits, and ripping along big cranks. By just slowing down and really picking an area apart by using a lure with a slow fall, you will often pick up bass that other people miss.

A good line to use for weightless plastcis if florocarbon because it sinks! My favorite baits are senkos and trick works for weightless fishing. I like a SLOW jerky retrive.
