The brakes on your vehicle, and the brakes on the trailer are sperate. If the trailer brakes are working harder than the vehicle, then they will be hotter, and vice versa. If you don't have a trailer brake controller you should have one instaled, it allows you to control the amount of braking sent to the trailer brakes.

Are you backing up a lot before you checked them? That is the only time I have seen surge brakes have a problem. My buddy has them on the trailer for his 26' boat and if you back up sometimes the trailer wheels lock up since you are pushing on the master cylinder. Especially backing uphill.

I only back up 15 to 20 feet. I was told my wires could be messed up on the truck.

Does your trailer lights have four or five wires?

If only one axle has brakes than of course it will be much more hot than the axle w/out brakes(of course depending on the distance and frequency the brakes were used). Most newer boats have surge brakes. What this means is that the trailer brakes and the truck brakes work independantly and there is no wiring required to make them work. It is all operated by a piston in the tongue of the trailer. However, if it has electric brake actuators than you would have to have a brake control.

I know for a fact it is a surge break. I had to resest the emergency cable. But now I'm thinking the piston is not reset all the way.
