Default Flooring The Boat

Alrighty my boat needs a floor despratley and i think the bow-stern joists are fine since they are encased in fiberglass. The lateral ones are rotted out and there is little of the floor left since i removed it. now.. replacing the floor. will treated 1x4"s ripped to 1x2"s work? and treated 3/8 plywood. the floor now is 3/8 so will treated work over marine wood? I may cover the floor with a rubber sealer but i'm not sure yet. Also on the livewell brass tube what do i do for it? it was sawed off when my grandpa was cutting the fiberglass around the wood and removing the livewell-steering console..

Its a 1968 Glastron Fish n Ski 147 (14 ft) with a 1958 35hp evinrude. The wiring needs to be upgraded since most of the wires are encased in a good layer of electrical tape. do they make overhaul kits or is it easy to DIY. Also how hard is it to add a speedo? Also looking into a trolling motor and fish finder. how hard are they to add?
