Default Weightless swimbaits

where I fish the river it is semi fast moving and at points half a foot deep. I have some hollow belly swimbaits I want to try there but I don't want them to be rubbing the bottom. Can I use it on a weightless Texas rig hook?

it would probably spin around in circles or not stay upright without some weight to hold it upright.

It is almost a waste of a decent bait, but most soft bodied swim baits can be wacky rigged weightless. I prefer not to do this since it usually means that the bait won't last more than 1 or 2 fish. But it works quite well.

Wacky rig can be deadly, but proximity to you is key, so it is limited in its applications.

But to use a weightless jerkbait, use one deigned to be used that way. The old Slug-Os shouldn't twist on you too badly. Rig it with the bend of the hook on the curved side, and use a heavy hook, say, a 4/0 or even 5/0. Or use a smaller weighted hook, say, 1/32 to 1/8 ounce.
