yep, doesn't matter if its florida or NJ, anytime during the spring months when the temps are in or near that range JB mentioned, you can expect spawn behavior (bedding). The actual spawn will take place a day or two before/after the full moon.

see the bright white circular shape there? Thats the bed. You'll see one, possibly two fish, right over top of or very near to that bed and everyone like it.

Yup, cranky, that's a bed, fish floating worms or lizards on it next time.

the buck bass will spend most of the time sitting on it with the female very close 15-20 feet when shes not on it herself.

lol, you can definately take the time to change a lure. chances are, if you get close enough to see the bed, you've gotten close enough for the fish to see you. once you see the bed its best to make a mental note of exactly where the bed is, leave the immediate area and to a spot you can cast to the bed in about 15 minutes.

the bed is about 8 feet from the dock. i saw a bass dart out from under the dock and onto the bed, i got all excited, and decided changing my lure would take too long. so i chucked my inline spinner at it

in that case you had plenty of time to tie on a new lure. its best to use something that is going to spend some time on the bed as opposed to an inline spinner, spinnerbait, crankbait, etc. Almost any soft plastic will be a producer when bed fishing. I prefer crawdads and creature baits. you can either use something that will sit directly on the bed, or a carolina rig with some sort of floating worm, fluke, or other soft plastic just floating/hovering above the bid works as well. there have been times when I've pulled the same fish off of a bed 5 times over a week long period. after awhile they tend to get a little smarter. you'll see them push the bait off the bed with their nose, sometimes they just pick it up with their lips to move it and sometimes they'll just stare. If you come accross a fish just staring at the bait, sometimes you'll have to pop the bait somewhat hard to draw a reaction strike, just make sure the fish is close.
