keep an eye on the graph and try jigging spoons over deep water, or another technique that nobody has mentioned is big willow leaf and colorado combo spinnerbaits in natural shad colors retrieved very slowly (in clear water they can actually be reeled near the surface in low temps and still bring up big ol bass). The key word here is S-L-O-W! There will always be a population of bass up shallow or near shallow water as long as the water temp is above 40 degrees, but they will be lethargic and will not chase something retireved really fast (I know there are exceptions as the winter wears on and you have a few days of unusual warming, fish will get aggressive on occasion).

I really don't fish during the winter months, but I'm still out fishing the NYC reservoirs until the water freezes over. I'll try a Jerkbait near a steep shoreline, followed by a 1/2 oz jig. For a trailer I like a 4 inch Hula Grub over a more traditional trailer. I'll also fish some deep water humps and main channels with a jigging spoon, 3/4-1 oz jig, and even a Drop Shot with a 3/8 oz wt.
