best way to solve no structure problem

for shallow water, you can always go with soft plastics. Me being the son-of-a-gun that I am, will throw spinnerbaits and crankbaits at em, too..lol. Depends on how shallow we're talking, really. But don't limit your lure selection...be open enough to try anything in any situation that you think may work. Personally, I wouldn't throw a 1 ounce jig in shallow water..but I'd have no problems throwing anything from 1/2 ounce on down into it. I'd probably be pitchin it, so its not as noisy.

As for having to have a jig to catch big fish..not at all. Big fish are caught all the time on a variety of baits. Topwater, spinners, soft plastics, cranks...they'll all catch big fish.. Jigs are usually associated with big fish because they're fished in places big fish go and other baits usually can't..really heavy, sloppy cover.

If you are fishing from a boat, try t-rigging plastics and softly landing them on bank and slowly dragging them into the water and start working them from there.
