you mean the actual process of spawning, or when its just "the spawn" as fisherman refer to it?

the actual spawning is noted by the two bass being together, the female dropping her eggs in the nest the male has built, the male with his nose up, fanning with his tail extremely hard and fast. The male will then sit directly on top of the nest, guarding the eggs..the female moving off but still watching over things for a couple days.

As for telling if its spawning season..you'll see the nests in the water if its clear enough to see the bottom, which it should be in most cases, and there will be a bass watching that nest..eggs or no eggs. The nests look like big circles on the bottom.

As for red lips, no one really knows why I suppose, but the theory is that they've eaten a lot of protein..another theory is that they've been roughing around in rocky area's and so forth.

umm as some one posted last year look for a bass with a huge smile on it's face.. that will be the male..

males knock out the beds they are almost in the same locations as last year. 90% of male bass weigh less than 3 pounds..

best way to tell is get a water temp reading the first full moon after it hits 60 degreess the spawn..

in clear water you tell tell if the fish are spawning if you see bass sittng over beds or reds and are chasing smaller fish a way because they are protecting the eggs and it is the males on the nest

never herd of the thing about the red lips

When bass spawn their caudal fin will be red and tore up from brushing debris away for there beds. But it can stay red and torn a couple weeks after they are done spawning.
