Default One barbless hook regulation

Does this mean if i use a bait holder hook I have to crimp down the sneels as well or just the barb?

Barb only. If baitholder was sharp it would tear through your plastics and really wouldn't hold anyway.

ok actually im be cat fishing using chicken livers/hotdogs and whatever else i can find lol!

Now catfish baitholder may have barbs, some are just big trebles with stuff (net,line, whatever) to hold stingbait and the hooks are intwined through the bait.

The only answer I would trust is one straight from your state fish and game dept. It only takes one phone call. We have barbless hook restrictions up the ying yang in my state that can vary from one body of water to another.
