Basically all bass baits work for smallies. Most people downsize but you really don't have to if you have decent sized (14"-20") smallies. Some baits don't work as well in faster moving shallow rivers when compared to lakes. Take a variety of baits with you and see what works.

Twin Tail Hula Grubs texas rigged on a Pro Jobee 3/16 oz. 3/0 hook or Twin Tail Hula Grubs rigged on a 3/0 Katsu' with a worm weight (I like the tru tungsten weights) or a Twin Tail Hula Grub with a Chompers stand-straight jig head (might get some snags but it works). Fish any of these presentations by slowly dragging off the bottom and lightly bouncing from the bottom. As far as colors, use green pumpkin in clear water and if you have some muddy waters, use junebug, black, or smoke. I believe this presentation produces many smallies because it resembles a crawfish losing its grip from the rocks and being susceptible to a quick snack attack.

No better bait than a live hellgrammite. They're found under submerged rocks. Nastiest things you've ever seen and they bite, but they're guaranteed to land fish. (See below)

http://insects.tamu.edu/images/insects/common/images/b-txt/bimg121.html

Watermellon or pumpkin. senkos in 3", 4" and even 5" sizes do the trick as well. Some say 3" inches is best because that is the size of a helgrammite.

Regardless of the bait, you need to get it goin on the conveyor belt of food. I put a small/med split shot about 6-12" above the hook and cast upstream at a 45 degree angle and let it drift down. The bait/lure should stay just above the river bottom. I move my rod tip up and down just a little bit to keep the shot from snagging. Let it drift till about 45 degrees downstream and then retrieve.

A hookup will usually feel just like a snag unless it's a big one, then you're drag will be buzzin. "inch for inch and pound for pound the gamest fish that swims." So hang on and reel.
