Arrow Try this

If u can get a spinner in between the weeds or a buzz bait in the morning or afternoon that should be deadly..but if not put on ur favorite plastic worm and go at it ..find that whole in the weeds keep hittin it ..let it sink and jerk it around a lil bit ! cant go wrong

try throwing jigs with trailer into openings of weeds..let um sit, nothing hits in about 35 seconds, throw to another spot..or dead stick a senko...work a buzz along the weeds...try split shot rigging a fin-s worm..

The mud/rising water usually brings the fish closer to cover, or with rising water, closer to shore. Since the water is muddy, consider adding an attractant to help the fish along, such as a scent, or more importantly, a rattle, or some sort of flash, such as a bead, a prop (look at the old pre-rigged worms), the real key is to fish slow. S-L-O-W. The bites will normally be light too, keep your eye on the line, and your finger on it too, above the reel
