Mustad makes a hook called the Power Lock Plus. It's like a weighted swimbait hook, but unlike most other swimbait hooks, you can get it in the 1/0 size which I think would be about right for such a small offering. Plus the hooks weight is movable up and down the hooks shaft so you can balance it perfectly for the bait. I've used these hooks and they work very well.
I would also want to try the Gamakatsu weedless split/drop hook, nose hooked to the tadpole bait with perhaps a small split shot pinched tight to the bait.
And lastly, if you can either make or buy a J-Rig with a 1/8oz weight for shallow water, that might work well also.
