Default Tourney Question

So I have a tourney comming up in a couple of weeks and wanted to get some opinions from you guys. It is a 4 hour tourney with a few twists.

You can only bring 2 rods and then line that is on them. You can bring 25 yards of leader material.

You are limited to 5 baits. You can bring a back up of any of the baits, but it must match the exact specs of the original. In the case of plastics, 1 pack of 10 is equal to 1 bait.

Since this is a team event, the boat will actually have 10 baits, but sharing is not allowed.

Right now I am looking at
Jimmy Morris 7:1 reel on a 6'6" with 12lbs Mono or 15 lbs Fluoro
Revo Premiere 6.4:1 on a 7 Foot with 17 lbs Fluoro

1 3/8 oz terminator spinner. white or yellow.
1 Clear Spook Jr.
1 pack of Brown IKA's
1 DT 10 Silver
And then ??

I might sub in a black spro frog for the Spook depending on what my partner is bringing. Spinner color is also based on what he throws.

Open to suggestions on the 5th item or a sub to any of the ones I am considering.

whats the water temp and is your area in a spring type pattern yet or winter ..also whats the daily air temp and weather what depth you going to target?

you really need to talk with the boater and see what he is doing. whatever style of fishing he is planning on doing should help you make up your mind as to what baits you are gonna take. for example if a boater says that he is gonna burn spinnerbaits, then bringing something slow like a jig or t-rig would probably be a bad idea since the boat would be moving so fast. if he is gonna fish deep rock piles and brush piles all day then a spro frog would probably be a bad idea. these are just examples, i am not saying this is what will be going on in your area but i think you get the idea. if he is going to fish slow and shallow then take baits that are for that situation, so on and so on.

Water Temp is around 60 right now. Daily air temp has been mid 70's and sunny. Extended forecast looks to be much of the same.
We are going to be looking at the pre-spawn fish so depth will be between 3-10 foot.

The plan is to work the shorelines for the majority of it then move out to the 15-20 foot spots to find the big girls who haven't made it all the way in yet.
The boater is a frog lover so I am pretty sure we are going to be working the slop a large portion of the morning.

Frogs are fun but for fishing a Tourny i'd throw a buzz bait in its place. Probably get more reaction and at least 2 to 3 times better chance of hooking up.

I'd probably add for a sixty degree water temps some jig or tube
jerkbaits or fluke
rattle trap
more crankbaits
Around here the frog bite isnt on at all with those temps but I realize your in a much warmer climate year around.

gotta have a spinner if there is a slight wind. burn it on top for a close looking buzz bait, slow roll or let drop to imatate a jig? or steady retrieve along the grass line?

Based on the limited info I would abandon a topwater bite. I would use the following
powerworm
Carolina rig with lizards
bandit in favorite color if twiched it can topwater for you
spinnerbait

Pre build your c-rigs ahead of time and use the worm weight

one long fast rod and one med fast rod will cut it and any reel..

I would'nt go without a C rig myself.
2 jig
3 rattle trap
4 spinner bait
5 swimbait

My top would have to be : 1: shaky head 2:Jig 3: spinnerbait 4: spook 5: crankbait. Remeber you want to be able to cover the water column.
