Default Trailering boat help

I have a 17ft Bass Tracker v Hull. I had to get another trailer due to the other one rusting out. I have a situation hopefully someone can help with.
When i am putting my boat on the trailer i winch it up tight of course. As soon as i start to pull the truck up the boat moves back an inch or two out of the boot. Have to then back it back down and winch again. I am winching it as tight as possible but the boat still manages to slide back. Very embarrasing having to tie up ramp. I haven't noticed any difference at the steeper versus flatter ramps.
Any assistance greatly appreciated.
