What does it mean when Irises bud during December in North Carolina?

Been a weird year for green stuff,most in ky lake died back,some however resprouted and some new plants came up as well.
Here it is last of dec and one bay has lilly pads semi green and my pond has those as well as yellow floating heart and pond weed.Water temp about 49 F. |
