Default 2nd ball mount question.

I am told to never use a class 2 ball mount in a class 1 hitch. One email I got from a website rep said it would not fit properly. However, if both the class 1 and class 2 ball mounts have a 1-1/4 X 1-1/4 shaft, wouldn't the class two ball mount fit into the class 1 hitch? My class 1 hitch has a 1-1/4 inch opening. Locally, I can only find class 2 ball mounts with a 1-1/4 inch shaft.

While both receivers take a 1.25" hitch shaft, the class one receiver has a stop inside that prevents lining up the hole for the hitch pin of a class 2 hitch, to prevent mixing the components.
