Mustad makes a hook called the Power Lock Plus. It's like a weighted swimbait hook, but unlike most other swimbait hooks, you can get it in the 1/0 size which I think would be about right for such a small offering. Plus the hooks weight is movable up and down the hooks shaft so you can balance it perfectly for the bait. I've used these hooks and they work very well.
I would also want to try the Gamakatsu weedless split/drop hook, nose hooked to the tadpole bait with perhaps a small split shot pinched tight to the bait.
And lastly, if you can either make or buy a J-Rig with a 1/8oz weight for shallow water, that might work well also.

Got the Mustad 1/0s. They are nice on 3"-4" plastics. Actually got them in all _/0s. Really really like the movable weight! But the screw locks can be a little thick for thin small plastics. Even the long black plastic keeper is a little thick. My opinion only. But I use them almost exclusively now. They are spendy though.

And the Gammy idea.....,they actually have a like hollow half on the front of the nose and this has a hole for EXACTLELY what your thinking of. second half of nose is solid. Actually that's what gave me the drop shot idea.

If you look at the pic in the link you'll see it now that your aware of it.
Behind the hole it's solid. Where the hole is , is like a hollow tube portion.

Hey the guy who makes them is from Augusta, Ga., you know those southern boys know their stuff.
