Coming from someone from the north, I'd say when the water unfreezes. Or, you could use the generals. When the water starts warming up from it's winter normal bass will start migrating to thier staging points. From there, when the water goes up into the 50's they should start bedding.

I know here in PA, the Army Corps of Engineer's give detailed reports for most of the larger lakes. There's usually a phone number on the lake's website that gives an automated report of the lake conditions. Call it all winter long, weekly I'd suggest to monitor the normal conditions. Once things start getting warmer, I'd wait for the first big rainfall. Early spring rain CAN cause jumps in the lake's water temperature.

I live in King County and usually fish a nearby lake called steel lake. It has a dock that at certain times of the year can produce when there aren't any swimmers. I am shorebound but there are a few other lakes closeby that require a boat for maximum fishing enjoyment. Whispers of big bass and all the fools out there are fishing for trout. Trouties I call them. Don't get me wrong, I don't mind catching a trout or two, but the bass is where it's at.
