YUM Crawbug qty not correct in the bag?

The bait monkey got a hold of me over lunch today and I bought 5 packs of YUM crawbugs. They were buy 4 get one free. I was just dividing them up so I could keep some at home and some at my cabin. In two of the 5 bags that were supposed to be 8 packs I only got 7. Whats up with that? Does this happen very often? I usually don't count them but since I was dividing them I counted.
