Because while both gas and diesel come from the same source, diesel can be "cracked" during refinement to produce gasoline. So if they want the price of gasoline to come down (can you say political manipulation?), the refineries produce more gasoline, at the cost of producing less diesel.
In other words, the Roman Emperor delivers bread and circus, and the happy, ignorant populace cheers him on. Ironically, in a few weeks the price of all their goods will go up because the price of shipping has gone up due to the diesel shortage. At that point, they will express outrage over retailer price gouging, oblivious to the "shell game" going on.
