OH CHIT!!! I hate to be the bareer or bad news but it sounds as though you just snapped a motor. Mercury depending on what year used a plastic gear on the oil pump and you may have snapped that gear resulting in a motor that was running on straight fuel. Another thing to check is the oil tubes. Its possible that you have a cut and/or broken line again resulting in no oil. The reason the motor slowed down is the absence of oil. Pics would be a great help. Get some pics and post them and I can be more specific. Need pics from all sides.

As others have posted, oil slicks behind a 4 stroke is bad, bad news. From the way you describe it I would say you weren't getting oil and your motor has seized. Anytime your rpm's take a sudden drop shut the engine down and investigate.

it hadnt seized and my father just told me it was gas behind not oil and pics wouldnt help because the engine is perfect on the inside no dirt or any thing (i checked for a slit hose ) and the motor is a 2001 or 2002 motorcant remember when we got the boat

Yes pics would help if they are takin close enough. There are things that a mechanic would look at that the novice wouldnt notice or know to look for.
