Default Max Drag LBS. question

I am currious about something. When looking through the pages of BPS and reading about the casting reels displayed, most of the reels show max drag pounds of between 8 and 11 pounds. The new Nitro reel from BPS shows a max drag rating of 16.5 pounds. Dawa, Shimano, Quantum, and most of the others show drag rates in that same area for the most part. However, when you get to the Garcia casting reels, their max drag ratings average much higher. Garcia reels advertise, on average, around 18-24 pounds. I've been a Garcia user all my life, but I never paid much attention to the large discrepancy between reel manufacturers max drag ratings. Are the Garcia reels made with that much higher a drag pound rating or do they have a different way of taking drag rating than other manufactureers which would show a higher rating than competitors?

i belive the differance is the fiber disc drag systems. abu's are made in sweden. the rest are from one of about 5 differant factory's in china-i looked the quantum says made in china-my guess is they probly use the same drag brake producer for all of them... the sweds use there own drag disc.
