Checking a battery charger

How can you test to see if a battery charger is still charging properly?

You can measure the voltage across the battery terminals when it's in operation. That will tell you a lot.

or just clamp leads to charge clips and see what your meter reads on dc volts

So either way the charger should read, what 13.2V while charging?

I am asking because sometimes one of my old (3-4years old) charger would not turn green once fully charged, I'd have to disconnect it and hook it back up and then it would turn green. This is the charger:

So just to make sure, I went and bought this one:
http://www.walmart.com/ip/Schumacher...ndingMethod=rr And it charged the same battery without a hitch.

The black&becker might had been exposed to very high humidity, but never got wet, while it was charging the boat batteries a few times in the rain, but under my boat cover. That was about the same time it started acting up on me, so I stopped useing it, in fear it would over charge my batteries.
