I just read where the bass will spawn on the roots of pads if they haven't emerged yet. This is in water that has a soft bottom. They said to use plastic worms slowly dragged onto the roots. Otherwise if they have emerged by all means use the TOAD. Lizards and worm baits are also good.

I would also throw a frog. I would have 2 different kinds tied on....1 would be a horney toad style bait(I prefer ghostbaits toads) I would also have a floating frog(Snagproof Perfect Frog). If the lillys are big enough flip the flosting frog on a pad twitch it and let it sit twitch some more and gently pop it into the water. Let it sit till the rings go away and the pop it back to you. Think Frog....Become Frog! I would also have a senko tied on for follow-ups. If you miss a topwater throw a senko into were the blow up was. You could also try a fluke bait. I would also have a JnP. If water temps are OVER 65 throw that frog. Dont throw it just in the morning either Id throw it al day long..... Hope that helps and Have a great time!

New pads are kinda like a magnet to baitfish and insects not necessarily in that order. They also mainly grow on a bottom that is harder than the surrounding area which is also a plus for bass since they prefer a harder bottom. If Iwas fishing those areas I generally start out with a small profile spinnerbait to see how active the bass are. If I am getting bit well stay with the spinner. BUT I also have frog baits and a bass assasin or senko or ticki worm rigged. The very best follow up bait IMHO. I keep a soft plastic stick bait rigged and ready no matter what. I cant tell you how many fish I have caught because of the 1 2 punch. They miss a faster moving bait be it a crank, spinner, worm, jig dont matter than fire a stick bait in there and WHAM!!

A frog, worm, jig, spinnerbait, and a senko.
