Default placing fish habitat

I want to sink some cedar trees in a local public lake in the mountains so today I called the Department of Game and Inland Fisheries to see what the regs are. The guy said I will need to get a permit and then have a VDGIF rep accompany me to advise what to put in and where to put it. Sounds like a big pain in the a$$. Now I'm leaning toward a night opps mission. What do you guys suggest?

Don't call next time.
Truthfully, it sounds unlawful, but most of the folks who sink brushpiles never get permission to do it and almost always use biodegradable materials (cedar trees are good, but sweet gum trees are better and last longer). The last thing you want to do is let your competition see you sink them so most guys do it at night.

I once sunk a tree at night, a maple full of grape vines, delicious cover. Anyohw, it was dark, around twelve or one AM, and I removed everything from the boat but the trolling motor to power us around the lake. Anyhow, the tree was roughly 15-16', and I dropped it in around 14' of water because I didn't have our depthfinder and I thought we were deep enough. The tree settled and was about 12" below the surface when all was said and done. Unfortunately, I came back the next morning and someone had hooked up to it and dragged it to the cneter of the lake and dropped it.

Make sure you're deep enough is all I can say..

I KNEW where it was...until those who moved it, moved it. I DO have an idea where it may be though. Next time I'm definitly tying a few weights to it and GPSing where I dropped it...
