There are a few who will work a frog in open water. A walk-the-dog type retrieve is one of the more popular. I'd imagine a popping frog (like Spro's) would work well too.

Even if there's no weeds, fishing frogs around docks can be effective too. They're fairly easy to skip underneath the docks too.
