IFGA has determined that the Japan Bass is an official tie for the world record.

So I assume they determined it wasn't caught in that off-limits, reserve area? Or that it just doesn't matter?

The determination was that he did not violate any rules. Apparently the area was not off limits to fish, it was off limits to stop and anchor.
