Default Federation stop in Iowa....

I just saw in the new bassmaster magazine that one of the regional stops is in Iowa on the Mississippi which is cool. But last year Iowa passed a law saying you can't cull anyfish anymore. So if they launch out of the iowa side of the river that means they have to follow iowa rules. Then doesn't that mean they can't cull bass??
