Looks to me like the boat is quartering towards us and the angler is fishing out of the other side of the boat.

I think he is facing away. Look at the bill of his hat. If he was facing forward the bill would be directly in front of him and we would not be able to see it. Also the angle of his body in conjunction with the hats' bill position clearly indicates he is facing away from us. My doctor used to show me pictures similar to this and I had to tell him what they were. But I'm better now.
