Bass Pro, Academy Sports, Wal-mart, eBay...it all depends on how cheap you want to go. If you go too cheap, you're throwing your money away, though. I found a decent Shakespeare spinning rod and reel at Academy for ~$35 last summer that's held up well.

Berkley Lightning rods or Shimano Scimitar (I think, may be a different name). Good, inexpensive rods. But MB's right, if you go too cheap, then you're wasting money.

Academy Sports and Outdoors (TM)(<--L6 LOL). If there is a Bass Pro Shops (TM) near you, then there!
