Default Oil filler tube chain stuck

Hey guys, my 115 Opti has this annoying little problem.

The ball and chain that hangs down the oil reservoir filler tube gets stuck. It's to the point where I can only pull the cap off about an inch. I can fill it, but if the water is rough, it'll probably make a big mess. I really don't want to jerk on it. If it breaks, I'm gonna be in a world of hurt. When the engine heats up, the thing comes right out. But it's hard to see how much oil I have before starting it.

That's the only way I can read the 1/4, 1/2, and 3/4 marks on the chain without pulling the cowl off of the motor.

Anyone have this problem before? Any suggestions?
