Default Giving in to the monkey

So, I am prepared to give in to the monkey next week. I have some fantasy football and poker winnings that I am taking to BPS. Some of this has already been allocated but I want to get another rod and reel set up.
Right now I have
Cardiff 400 5.8:1 on a 7'11" Ex heavy Crucial swimbait rod that I use for my swimbaits
Bantam Pro (pre curado) 4.2:1 on an 7' EX heavy Powell Frog rod for my anything I throw into the trash piles.
Johhny Morris 7.1:1 on a 6'6" johnny morris BPS MH rod still haven't figured out what this will be primarily used for.

A couple of dimensions or simlar quality combos and spinning combos
galore.

The budget for the next one set up will top out at $250.
So far I am considering the Revo S, BPS Pro Qualifier, and the Citaca ranging between 100 to 130 and then putting it on a 6'6" to 7' MH rod. Considering St Croix premier, another Crucial, or possibly a G Loomis GL2 (at the price, the reel becomes the BPS be default).
I chose these based off of the reviews I have read on them.

This is going to be a general purpose combo for me. More often than not it will be used for plastics and top water with a few rapala's or 3-4 inch swim baits thrown in.

I know that I do not NEED another rod and reel but the heck with it.

Well, I am hoping some of you might have suggestions on which rig would work best for general plastics and small topwater.
