Default Two Ponds

There are two ponds in my neighborhood. One, everybody is allowed to fish in. And one, only I am allowed to fish in. In the first pond I named, the fish won't bite anything. In the second, the fish will bite anything. They are right next to each other. Why won't the fish in pond #1 bite?
