what is the best rod action for bass fishing?

There is no "best" one for bass fishing. Each rod action and length has a different purpose. If you're looking for a good all around rod, go with a 6'6" MH rod. As faar as specifics go heres what I say

finnesse: 6'6" M rod
cranking: 7' M
flipping and c-rigging: 7'-7'6" H
spinnerbaits: 7' MH
Worm: 6'6"

A ML rod might be good for baits with exposed hooks like crankbaits, but if you are going to be fishing soft plastics a ML rod just doesn't have the backbone to get a good hookset.

hate to disagree with you reb but i use a ml action rod for my finesse work. there is only one bait i don't use on this set up that is a fluke cause you can't get a decent hook set. well actually i don't think you can get a decent hook set with a fluke on a 8 ' pool cue with braid. to be perfectly honest.
i have never had a problem hooking even finicky bass using most any other kind of plastic baits. i use gamakatsu hooks.

i have had to resort to some odd techiques. like using a 1/2 of a 4" finesse worm. but that was more the basses fault than mine.

do you use the ML with a baitcaster or a spinning reel?

spinning preferably, they can cast light lures better.

i use a 6 ' spinning rod i use it under dock were a 6'6'' rod kinda gets in the way.
